01 The National Law: The Legislative Foundation
The Education and Care Services National Law is the overarching legislation that provides the legal basis for the NQF. It's enacted by each state and territory (with some minor variations) and establishes the legal framework for the operation of early childhood education and care services.
Think of the National Law as the bedrock or foundation upon which everything else is built. It sets out the broad legal principles and powers that govern the sector. It empowers the development of the regulations and the implementation of the NQF.
02 The National Quality Framework (NQF): The Big Picture
The NQF is the overarching national system that governs early childhood education and care services in Australia. It aims to:
- Raise quality and drive continuous improvement.
- Provide a consistent approach to regulation and quality assessment across all states and territories.
- Improve educational and developmental outcomes for children.
The NQF is enabled and given authority by the National Law. Think of the NQF as the umbrella under which everything else sits (except the Law, which is the ground it stands on). It's the broad framework that sets the direction for quality improvement.
03 The National Quality Standard (NQS): Defining Quality
The NQS is a key component within the NQF. It sets out the national benchmarks for the quality of education and care services. It's organised around seven Quality Areas:

04 The National Regulations: The Legal Requirements
The Education and Care Services National Regulations are the detailed rules that underpin the NQF and are made under the authority of the National Law. They provide the specific requirements that services must meet to operate legally. These regulations cover a wide range of areas, including:
- Staffing ratios and qualifications
- Health and safety procedures
- Physical environment requirements
- Policies and procedures
- Interactions with children
Think of the National Regulations as the "how-to" manual. They specify how services must operate to comply with the NQF and NQS. They are legally enforceable because they are made under the National Law.
05 Approved Learning Frameworks: Guiding Practice
